Anywhere in - ok, near - the arctic circle is going to be a worse place to be homeless than anywhere palm trees grow all year round, for obvious reasons. I heard that, in moscow, if you don't find a squat in the winter, you're dead that night, literally. In fact, the higher number of homeless in LA might support the 'it's better for them there' argument in two ways, that you survive and that it's attractive in terms of income - perhaps lots of cans and bottles to recycle (homeless way to make money) etc.
